E-invoicing becomes mandatory: what it means for your business
The Dutch government is making e-invoicing between businesses mandatory from 1 July 2030. What an e-invoice is, what changes, and why a PDF will no longer be enough.
On 11 September 2026, the Dutch government sent its outline letter on electronic invoicing to parliament. The headline: from 1 July 2030, e-invoicing becomes mandatory for invoices between businesses — not only to other EU countries, but within the Netherlands too.
That sounds far off. But if you're choosing or commissioning invoicing software now, it pays to take this into account today.
A PDF is not an e-invoice
This is the biggest misunderstanding. A PDF you email will not count as an e-invoice under the new rules. An e-invoice is a structured digital file built according to the European standard EN 16931, so your customer's software can read it automatically — no retyping. In practice that usually goes through the Peppol network.
The timeline
- Autumn 2026: public consultation on the bill.
- Before summer 2027: bill sent to parliament.
- 1 July 2030: e-invoicing mandatory for domestic and cross-border B2B transactions; intra-EU transactions are also reported digitally.
- 1 July 2031: domestic B2B transactions are reported digitally to the tax authority as well.
The Netherlands is not phasing this in by company size: the obligation applies in principle to all B2B invoices from the start date. Invoices to consumers (B2C) are not included.
What you can do now
- Choose software that can send and receive e-invoices. More and more accounting packages already support Peppol. If you're having invoicing built to order, explicitly ask for an export that follows EN 16931.
- Make sure your invoice data is complete and structured. Customer details, VAT numbers, lines with VAT rates: anything that now sits as loose text in a Word template will need to live in proper fields.
- Look at your large customers. Government bodies and large companies often already ask for e-invoices. Those who can deliver them get paid faster.
How we handle this
The invoicing software we build works with structured invoice data: customers, VAT rates and lines are stored separately, not as free text. That makes an EN 16931 e-invoice an extension, not a rebuild. Want to know where your current invoicing stands? Feel free to get in touch.
